Communicate if Your Government Shuts Off Your Internet

I don't understand the most of the internet hints. But I believe, that this is not available here.

We may had a kind of test here some weeks ago, when all internet, cable TV and phone was shut down for different time at once. Some of theproviders for Internet were available after 10 min., other out of duty for 3 hrs. The terrestrial telephone was back together with the internet - but all the cell phones were off-line for more than 1 hr. - by calling a cell phone nr., we got the very old message of the ancient telephone, that I didn't hear for 20 years or more

Scenario: Your government is displeased with the communication going on in your location and pulls the plug on your internet access, most likely by telling the major ISPs to turn off service.
